Dr. Otedo Amos E.O.
FOUNDER & LEAD CONSULTANT
PHD (PUBLIC HEALTH) Master of Medicine in Internal Medicine, and a Bachelor of Medicine and Surgery (MBChB), FRCP
Dr Otedo is a Consultant Physician and a distinguished Public Health Specialist, with over 35 years’ experience in clinical leadership, research, and health systems strengthening. He is a former CEO and Medical Superintendent of Kisumu County Referral Hospital, where he led strategic planning, policy development, and oversight of specialized clinical services, including HIV, liver disease, diabetes, and COVID-19 response, while contributing significantly to national health policy and hepatitis guidelines.
He is a Fellow of the Royal College of Physicians (Edinburgh), the American Gastroenterological Association (AGAF), and the East, Central and Southern Africa College of Physicians (ECSACOP), and serves as an Adjunct Senior Lecturer at Jaramogi Oginga Odinga University of Science and Technology, School of Health Sciences. Dr. Otedo has also contributed to national and international policy committees, ethics review boards, and Ministry of Health and regional technical working groups.
A prolific researcher, he has served as Principal Investigator and Co-Principal Investigator in multiple studies on HIV, hepatitis, liver cancer, malaria, and COVID-19 in collaboration with KEMRI, WHO, UNICEF, and international research partners, publishing over 30 peer-reviewed papers and co-developing national hepatitis management guidelines. At Lupan Health, he provides strategic leadership in clinical governance, health systems strengthening, research, policy development, and institutional capacity building.

Dr. Angela Amondi
CONSULTANT PSYCHIATRIST
MENTAL HEALTH SPECIALIST • Bachelor of Medicine and Surgery (MBChB)
A Consultant Psychiatrist and Mental Health Specialist at Lupan Health with extensive experience in clinical psychiatry, pediatric mental health, and community-based mental health interventions. She is affiliated with Mathari National Teaching and Referral Hospital, Kenyatta National Hospital, Avenue Hospital, and other specialized facilities, and is a member of the Royal College of Psychiatrists and the Kenya Psychiatric Association. She currently works with NHS-affiliated Psychiatry UK.
Dr. Amondi is strongly committed to inclusive, integrated, and rights-based mental healthcare, combining clinical excellence with community outreach and advocacy. She provides leadership in mental health program design, corporate wellness services, psychosocial support initiatives, and community sensitization, with a strong interest in research and scalable mental health service models. At Lupan Health, she leads mental wellness services and advances the organization’s promotive and rehabilitative health agenda.

Wycliffe Owade
GOVERNANCE ASSOCIATE
POLICY & INSTITUTIONAL DEVELOPMENT EXPERT • MA (DEV), BA (GOV), PHD (CAND.CONFLICT & PEACE STUDIES)
A seasoned governance and organizational development specialist, with over 30 years of practice in policy reform and institutional strengthening, with extensive expertise in community engagement, community-based programming, and demonstrable competencies in social accountability. He is a member of the Royal Institute of Public Administration and the American Political Science Association.
He has held senior leadership and consultancy roles across reputable humanitarian, governance, and public sector organizations, including Amref Health Africa, Catholic Relief Services, the Commonwealth of Learning, the Westminster Foundation for Democracy (UK), IGAD–Somalia, the Pan African Parliament, and the Parliament of Kenya, and previously served as Director of Research, ICT, and Public Communication at the County Assembly of Kisumu, Kenya. At Lupan Health, he provides governance advisory, strategic planning, policy advocacy, institutional capacity strengthening, community engagement, and partnership development, contributing to stronger accountability and sustainable, integrated health systems.
